Should I talk it over with my family and friends before proposing?

talking with friendsIt is your decision. You are the one who will be married to her. In general it is not a bad idea to get advice of family and friends whom you respect before making a huge decision. However, with regard to proposing, I would opt to ask them general questions about you getting married at this time in your life. Also, I would ask them how they feel about the relationship you have with your girlfriend. Allow them to give you their insight without having to take a side or a stance. I would refrain from asking other people "should I marry her?"
